If you're host provider, you can change it at httpd.conf on your server. And check the default_charset at /usr/local/lib/php.ini, if it show other character please remove it.

If you're end-user, you can create .htaccess on the home directory and change AddDefaultCharset value to UTF8.

It's supposed to be UTF-8. But somehow the server failed to convert DB to UTF-8. Your provider need to try to convert DB again. Here is the solution.

1. Edit file /var/cpanel/rvglobalsoft/rvsitebuilder/var/xxx.xxx.xxx.xxx.conf.php Where xxx.xx.xxx.xxx is server main IP address.
2. Reset value for to empty value like this. $conf['db']['postConnect'] = '' This will cause RVSiteBuilder start DB converting routine from whatever to UTF-8 again.
3. Run setup https://xxx.xxx.xxx.xxx:2087/cgi/rvsitebuilder/setup.php xxx.xxx.xxx.xxx = your IP After successfully update, it will reinsert 'SET NAMES UTF8' on $conf['db']['postConnect'] again.
